Partnership For Old Hill Renewal Unveils Strategies
SPRINGFIELD, Mass., Sept. 10, 2003 --The Partnership for the Renewal of Old Hill (PROHill) unveiled a series of strategies for improving the quality of life, stability, and educational resources throughout the neighborhood on Sept. 9 at William N. DeBerry School. A final plan is slated to be unveiled Sept. 30.The public forum was the fourth workshop sponsored by Springfield College, the Urban League of Springfield, the City of Springfield, the Old Hill Neighborhood Council, and the New Leadership Charter School. In February, PROHill announced that it would develop a master plan for transforming Old Hill and adjacent parts of the Upper Hill neighborhoods into a model of educational resources, new and rehabilitated housing and recreational space, and streetscapes.
At the public forum, consultants from the award-winning architectural firms that PROHill has retained presented strategies and ideas. The strategies incorporate findings from three community planning workshops conducted over the summer, as well as focus groups and individual meetings with community leaders, organizations, and residents. Tai Soo Kim, based in Hartford, Conn., has developed architectural guidelines and preliminary plans for the neighborhood development. The Boston-based Cecil Group, which is noted for planning and urban design, has assessed land use, streetscapes, open space, and circulation patterns.
On Sept. 30, PROHill will present its Old Hill renewal plan after incorporating input from the forum. The plan will be designed to guide redevelopment activities over the next two to 15 years. It will be designed for use not only by PROHill members, but also by local residents, property owners, businesses, and any others with an interest in making the neighborhood a model environment for living, education, and conducting business.
