Old Hill Neighbors Invited To Community Planning Workshop
SPRINGFIELD, Mass., April 21, 2003 -- Residents of Old Hill will have a forum to express their ideas directly to partners working on a master plan for the neighborhood’s redevelopment. A community planning workshop is scheduled for Wednesday, April 23, 2003, at 6 p.m., in the William N. DeBerry School Gymnasium.The workshop will be the first of three public forums sponsored by a partnership among Springfield College, the Urban League of Springfield, the City of Springfield, and the New Leadership Charter School, in association with the Old Hill Neighborhood Council. In February, the partnership announced that it would develop a master plan for transforming Old Hill and adjacent parts of the Upper Hill neighborhoods into a model of educational resources, new and rehabilitated housing and recreational space, and streetscapes.
Facilitating the workshop will be consultants from the award-winning architectural firms that the partners have retained. Tai Soo Kim, based in Hartford, Connecticut, will develop architectural guidelines and preliminary plans for the neighborhood development, titled the Wilbraham Avenue Educational and Redevelopment Corridor. The Boston-based Cecil Group, which is noted for planning and urban design, will assess land use, streetscapes, open space, and circulation patterns.
The master plan will be designed to guide redevelopment activities over the next two to 15 years. It will be used not only by the four members of the partnership, but also by local residents, property owners, businesses, and any others with an interest in making the neighborhood a model environment for living, education, and conducting business.
A second community planning workshop is tentatively scheduled for June 3, 2003, at the Old Hill Neighborhood Council Office. At that time, the partnership will present a preliminary neighborhood redevelopment plan for interested parties to discuss. A third forum will be held in September at the conclusion of the master planning process. The workshops are open to the public.
